Mr Chan was appointed as Director of Legal Aid of the Hong Kong Special Administrative Region Government effective January 2026. He was elected as President of the Law Society of Hong Kong from 2021 to 2024.
Mr Chan is a solicitor, Hong Kong (1997), solicitor, England & Wales (2002) and Greater Bay Area Lawyer of the People’s Republic of China (2024). He was a commercial lawyer specialising in private client services, wealth management and family offices with extensive experience in AML compliance, tax & trust, succession planning and charities law.
Mr Chan Previously served as member of the following Hong Kong statutory bodies: Law Reform Commission, Independent Police Complaints Council, Advisory Body on Outcome Related Fee Structures for Arbitration, Board of Review (Inland Revenue), Trade and Industry Advisory Board etc. He is currently the Chairman of the Disciplinary Committee of the Hong Kong Football Association.
Mr Chan was elected LAWASIA Exco member from 2019 to 2025 and he is a panel member of pro bono lawyer for United Nations Security Council ISIL & Al-Qaida Sanctions Committee Ombudsman Office. He also previously served as an Independent Non-executive Director of China National Offshore Oil Corporation (CNOOC) Limited and Bank of East Asia (Trustees) Limited.
